The writer accomplished the paper based on joining in developing the forecast system of rainstorm waterlogging disaster in Beijing City which is developed by Tianjin Normal University and Beijing observatory together.The paper put emphasis on the aspect of mathematics modeling and kernel algorithm done by the writer. Based on the two-dimensional unsteady flow equation, the writer put forward a method to solve surface-channel continuous equations using Newton method and put forward the Cell growth algorithm that can automatically delineate grid based on specific geographic information and drainage features and reduced manual delineation grid work. Put forward a method to calculate grid-channel's width automatic make use of color-pieces of vector map. Starting from basic mechanics equation to explored a different calculation of less computational complexity waterlogging model and established the corresponding iterative equations. The corresponding theoretical analysis, formula deduction and realization about the above four aspects all have been done by the writer. Despite these efforts, there are still imperfections, but it is of great significance and remarkable results to research and improvement about the forecast system.In addition, as one of the major programmer on the project forecast system of rainstorm waterlogging disaster in a city the writer also participated in a number of specific functional module design.The system was developed by using .Net platform and C# language and it can be use in the network environment. The topography information was managed by SQL Server 2000. When the system is finished, it will play a positive role on forecast of rainstorm waterlogging in Beijing City.
