In recent years, water-logging occurs frequently in Nanning, which brings huge economic loss and bad effect. In order to predict water-logging disasters and reduce losses, goverrment departments pay attention to the water-logging management. The water-logging monitoring and early warning system is established urgently to command emergency and rescue work. The development of mathematical model of water-logging, meteorology observation and forecast technology, has made the real-time monitoring and early warning for water-logging becoming possible.The numerical model of water-logging is an important research method to forecast and simulate the process of water-logging. Based on the geographic information and drainage systems, the water-logging model takes water flows as simulation object, and the2D unsteady flow equations as the skeleton. This multi-disciplinary mathematical model including meteorology, hydrology, hydraulics and drainage project knowledge reflects the complicated process of water-logging.This thesis explains the water-logging meteorological monitoring and early warning systems taking Nanning as an example. By using GIS, WEB technology connecting to numerical model of water-logging and meteorology business, Nanning water-logging systems can be established. The systems can simulate the process of water-logging by the analysis of rain, urban topography, and drainage information, which provides figures and data search, so that it can indicate water-logging condition in Nanning prior to24hours or within3hours. Based on C/S and B/S structure, the systems can establish water-logging early-warning information systems by using SQL Server2000database platform. Besides, the data are put online, the result is provided to relevant departments as basis of disaster prevention and reduction. The overall framework of systems can be established to meet requirements, which shares information in the meteorology, hydrology and water conservancy departments.
