Navigating and monitoring system is an integrated system including GPS, mobile communication and GIS techniques. It can be used to track and position for the mobile target, to process the real-time information, to display and match in the map, and to dispatch the mobile targets. It can be used to track and monitor the vehicles or ships for the Police, the Maritime, the Fire-control, and the bus and taxi company. It will be the certain development trend of centralized management of the vehicles or the ships.This thesis makes full use of the virtue of GPRS(General Packet Radio Service) technique, and combined with the technique of GPS(Global Position System) and GIS (Geophysics Information System), proposes a project for mobile terminal navigating and monitoring. The mobile terminal receives the GPS position information, and sends it to monitoring center through the GPRS net. And with the technique of GIS, the terminal displays the terminal's geophysics position and status on the vector map on the LCD.At first this paper describes the navigating and monitoring system based on GPRS and analyses the key techniques of the terminal in the system. In succession, this paper introduces the designed hardware and the software implement of the mobile terminal. The mobile terminal is composed of the GPS receiver, the GPRS module, the Embedded Micro-processor, the LCD and the touch-screen. The functions of the designed mobile terminal are including receiving and processing the GPS data, controlling the GPRS module, implementing the PPP and TCP/IP protocols, drawing the vector map, and communicating with the user.The software of the terminal is implemented in the Linux Operation System. The network communication is the emphasis. Different from the tradition means, the thesis redesigns the internet protocols, considering the hardware resources of the mobile terminal and the code re-plant in the similar applications .The protocols, designed based on the characteristic of the mobile terminal, increase the successful rate of one-time-connect, decrease the time of reconnect when the network is offline, and guarantee the credibility, real-time and transparence of data communication.The key progeny of the research has been applied successfully to the project of TheNational West Development "The Integrated Information System of Han River Traffic Safety ", which has been put in practice on part ships at Ankang City, Shanxi Province.
