Study On E-Government System Of Chongqing Education Commission

Since the 1990s, with the rapid development of the information technology, especially the network technology, the informatization has been generally paid attention to by various countries. The informatization level of government affairs is a critical factor of one country or region in global competition, and it is also the key to promote global competitive power and take the preemptive opportunity of economics and social development. E-Government has become an indispensable tool for managing state affairs.The E-Government concept and its development status in the world is elaborated in this paper, and the construction course of E-Government in China is reivewed. Basing on the comprehension of E-Government on the stage and combining with the targets and requirements of accelerating E-Government construction by the Ministry of Education, Chongqing municipal party committee and government, the paper proposes the E-Government construction scheme of Chongqing Education Commission on the stage. On the basis of fully surveying, the paper analyzes the application requirement overall and the system design rationality, and proposes the design plan of E-Government based on Domino/Notes framework. Furthermore, the structure design, function design and database design of the E-Government system are provided in the paper.The paper analyzes the key technologies of E-Government system based on Domino/Notes framework.Among them, the first the operational principle and system framework of Domino WorkFlow is elaborated.Take the design of document receiving and dispatching for instance, the paper proposes a new concept of "Document Dispatching Center". By introducing this new concpet, the flow design complexity and difficulty are reduced. Therefore, the flow design is simplified and accustomed to end users and has a better commonality. The second is the integration of Domino and relational database system.The E-Government system of Chongqing Education Commission adopt the ODBC solution, of which the paper has elaborated the application in the intergration of notelet application.The third is the security strategy control of E-Government .Based on the security strategy control of Domino,the author putes forward five approach of security control strategy to assure the security of The E-Government system of Chongqing Education Commission.
