Today, in our society, information has been a kind of strategic resource and one of the most active elements in the National Innovation System. To be true, our China has sufficient scientific data and tremendous amount of literature, but possess quiet low efficiency of the information resources sharing. We owe such a huge contrast to the obstruction of information public access, that is to say whether the information can be conveniently availed by the public at reasonable prices or even free. Promoting information public access not only can eliminate such phenomena as unsymmetrical information, prodigality of information resources and information rent-seeking but can reduce the cost of information acquisition.This thesis is mainly to study for government how to make choices and arrange the public policy of information public access from the angle of the benefits equilibrium and institutional efficiency. The thesis includes seven parts:The preface discusses the reasons of the research, the content scope of the research and the methods of this research etc... Point out that it needs a series of public policies to promote information public access, to shrink the information gulf and to guarantee the technical innovation. Furthermore, successful experiences form the developed countries set us so many good examples.Chapter 1 discusses the theory foundation of the public policy of information public access, comparing the differences between these three concepts: Information Public Access, Open Access and Information Publicity, trying to define the public policy of information public access, and analyzing the types, levels, subjects and environmental factors of the policy. Emphasizes that the state subject has the active and objective purposes during the arrangement of the policy.Chapter 2 illuminates the functions, characteristics and deficiencies of the public policy of information public access from the angle of the content analysis.Chapter 3 sums up some successful public policies to promote information public access, and on such basis, summarizes the policy patterns and concrete experiences that suit for our China. This chapter also set the American national policy--"Full and Open" as an example, analyzing how this policy is arranged and implemented and exploring the detailed effects of this policy.Chapter 4 stresses on the principles the government should obey when making choicesof particular public policies and puts forward some suitable patterns for our government to refer.Chapter5 changes the aspect to make a further study on the practical strategies adopted by government to promote information public access from several aspects such as economy > politics, law> administration and son on.. Point out that when arranging the public policy of information public access, the government must stick to the fundamental that we should find a right point where benefits equilibrium and institutional efficiency can be unified and harmonized together.The last part is a conclusion. Generalized the cognition of the problem this thesis discusses.
