Public access to information resources is one of the indexes of information society. With the advancement of civilization and the development of information society, the consciousness of the right of access official information is on the increase. How to access to all kinds of information resources without any barriers has become a key problem during the course of nationalization. The article is main to analyses the barriers of information access.The thesis includes six parts:The preface expounds the reasons, the significance, the methods of the research etc., points out that it is one of the parts of right to know, discussing the necessity of analysis on information access from several aspects, such as information asymmetry, open access movement, public interests and so on.Chapter 1 probes into the source and structure of public access from three aspects that are natural environment, social environment and policies. And at the same time, this chapter classifies the types of it.Chapter 2 studies the reasons of public access to information, pointing out the profound reason and emphasizing that social reasons are the most important parts which takes the key role in the course of information access.Chapter 3 analyses the characters of public access to information resources, proposing the influence of natural and social obstacles.After discussing the results of the obstacles, this chapter analyzes the affects of them in detail form two main facets, one of which is grand result, and the other is microcosmic influence.Chapter 5 make a further study on the trend of information access, Point out that the subjective obstacles are the main trend, such as information monopoly, intellectual property, public policy etc..The last part is the conclusion and it generalizes the cognition of the problem on this thesis.
