Research On Public Library’s Development Of Government Information Publicity Service

Along with the implementation of the regulation on government information publicity of PRC on May1st,2008, China’s government information disclosure formally bids farewell to an era with fragmented and messy laws and goes into the new era, in which has laws to abide by. The purpose of government’s information disclosure is to protect the citizen’s right to know information and to build an incorruptible and fair government. The aims of realization of information equity coincide with the concept of public libraries. Public Libraries Open Government Information Services is both an opportunity and a challenge. As social welfare institutions, public libraries are supposed to aim at serving the public and they should be actively involved in their own professional advantage by virtue of the powers conferred by law and FOI work to protect the right to information of citizens and to deepen the depth and breadth of government information disclosure provide positive energy for China’s government information disclosure. Right now the focus of public libraries should fall on how to take more effective measures to carry out the government information disclosure.Starting from the public library’s incorporation in the government information disclosure, this dissertation uses literature reviews, research and comparative analyses to do an empirical study in the public libraries’ undertaking obligation in the government information disclosure. Combining with current situation of China’s public libraries’carrying out the work of government information disclosure, the current study confirms that the public library plays a positive role in the elimination of information barriers to protect the public’s right to know, and in the recommendations of government’s work. On the other hand the current study also provides the theory basis of such public library’s strength as geographical advantage, talent advantages, which are the advantages of the public library’s opening government information services, if the library carries out the government information disclosure work. In turn, there still exist some problems in information collection and processing as well as in the preservation and utilization of government information, which are the weaknesses of the public libraries’ providing government information services. Finally, recommendations for these issues three-pronged approach to carry out public libraries open government information. First, the concepts of public libraries need to change the collection, expand the scope of collections, improve publications deposit system, expanding the scope of the government to collect information resources. Second, we must organize government information resources, the development of open government information directory; developers organize several thematic databases distributed information resources, and build government information resource sharing system. Finally, public libraries started from inside the museum, to carry out a variety of government information services, improve the quality of librarians, library publicity of government information disclosure work. Finally, the article summarizes the work and the lack of this paper on the future of public libraries to participate in the prospects of open government information.
