Sinee the initiation of reform and oPen一uP,the Chinese Press industryhas aehieved great sueeess with the revenues inereasing 500 times.Today thereare aPProximately 100 newsPaPer grouPs in Mainland China,and the toP 100grouPs'revenues have taken uP more than two thirds of total ineomes of thePress industry,rePresenting the direetion of develoPment in China newsPaPer.The 2005 DeveloPment RePorts of China NewsPaPers,issued by the GeneralAdministration of Press and Publieation,deelared that 8 to 10 newsPaPersyndieates based on Party organs would beeome the regional and even nationalstrategie investors in Press market.But eomParing with newsPaPers indeveloPed eountries,we still lag far behind in overall strength.Politieal eivilization 15 eontinuously imProved and Publie life 15undergoing great ehanges,and the new media has been alternatively develoPing.Traditional media 15 faeed with the dual Pressures of survival and develoPment,50 deePening the Press grouP administration system reform has beeome animPortant ProPosition.This study was initiated in the eritieal time of a new round of newsPaPergrouP reform.In 2009,Guidanee of further Promoting the reform of Press andPublieation,issued by General Administration of Press and Publieation,hasnailed down the timetable and Path of the reform.When it eomes to eoordinatingthe governments,industry and Press eomPanies to Push forward the reform,there are still a lot of Problems to be taekled.After reviewing foreign experiences and clarifying the barriers at all levels, this study is supposedto provide theoretical analysis, strategic thinking and systematic solutionsfor newspaper groups.Based on the current status of press group administration system, thisarticle explores the necessity and feasibility of administration systemreform, the causes of problems and solutions, and makes theoretical analysison the hot topics such as classified reform, incremental reform, governmentadministration improvement, collectivization and socialized management,etc.At the same time,from the status and effectiveness of the press groupreform, this article points out the difficulties in the process of reform,including problems such as vague target, shortage of incentive,differentappeals of multi-stakeholders and obscurity of property rights. Accordingto the article, newspaper groups can not be simply equated with pureenterprise groups, instead, they are taking special of organization formswith enterprising management. While the reform is dominated by government,the initiative rests with newspaper groups. Newspapers are part of the publicservice system, government should alienate part of jurisdiction on newspapers.The modern enterprise system should be built in newspaper groups to achievethe goal of industrialization.This article compares China's press groups with their counterparts indeveloped countries in terms of governmental level, social institution andinternal governance. The comparison concludes that flexible management modelshould be adopted by government in press management, news media-related lawsand regulations should be gradually perfected, group operation is the trendand direction of press industry, and industry self-regulation should beencouraged.This article focuses on solutions of the China's press groupadministration reform, and brings forth related guidelines, principles and reform objects. Besides the solutions of optimizing the resources allocationand building good governance mechanisms, the article also proposes toestablish a security system on reform of human resources, strategic businessexploration, product innovation and financing policy-making system.In this article, a series of policies and programs on newspaper reformingintroduced by government are systematically reviewed, which effectivelyreveals the trail and orientation of the reforming.This article put forward the innovative ideas of government's flexiblemanagement on press, industrialization of newspaper groups, as well asconstructing modern enterprise systems. Based on the practices of managementin newspaper group, the article also made a series of operable suggestions,reform strategies and intellectual support for policy makers, reformimplementers, reform executors and intermediary service providers.
