With the rapid development of Internet Technology, Mobile Communication Technology and Embedded Technology, great changes have taken place in both social production and living condition of common citizens, and information has already become an important part indaily life. The tide of information has spread out all over the world. With the impact of this impetus, most of the related fields have developed greatly. But compared with such fields, Remote Monitoring System, which is related tightly to Internet technology, communication technology and embedded technology is lag behind. And the limitations of traditional Remote Monitoring System are becoming more and more obvious under new circumstances. In such situation, satisfactory effect is expected to be achieved by combining WebGIS Technique with Mobile Communication Technology, and introducing them to Remote Monitoring field. Monitoring center is built on WebGIS website. Administrators can not only conveniently visit Monitoring center, query data and send orders to terminal units through internet, but also realize the Graphic-attributes integrative management. WebGIS technique provides the Spatial Query and space locating functions. Based on GPRS technique, terminal units can be connected to Internet easily. GPRS network can provide a real time, effective, low-cost data-link road which makes the data transfer between the monitoring center and the terminal fluently, and makes it possible for Remote Monitoring System to undergo the transit of Wired network to Wireless network. Wireless terminal has become the extending part of the LAN. By analyzing the current application status and deficiency in Remote Monitoring field, the author put forward a new thought of integrating WebGIS with Mobile Communication Technology, and then made a further discussion to the key techniques of monitoring terminal, wireless data-link road and monitoring center respectively. Besides detailed description about the method and process of integration of WebGIS with GPRS technique, the author took the agricultural long-distance irrigation system as an example and carried out experimental development which provided primary experience for future development and applications in relatedfields.
