To establish "unity, norm" one-stop portal group as the starting point, not only can improve the speed of construction of the website, but also can unify standards so that the resource can be shared. Meanwhile, it can improve the level of government website construction, strengthen the government function, and save a lot of money.The contents and results of this research are as follows:1 It analyzes and summarizes the purpose of the content management. Also, it explains the theoretical basis- "why it will be carried out" and "what should be carried out".2 It studies the frame structure and function modules of the management system, which will lay a good foundation for the project.3 It shows the framework of the management system, which is based on the platform of ASP + J2EE. And it makes this model come true briefly. There are some basic features of this system, such as structure, expansibility, reusability, safety and stability, etc.All in all, the content management system of the government websites mentioned in this paper can integrate different information from different parts of the government by getting, storing and publishing the content. Also it can change different kinds of data into data points and describe and store it using multidimensional and metadata. Then separate the embedded documents from all kinds of documents and form the information architecture. According to the thoughts of content management, the documents and information will be described, structured and modeling. Through searching, processing and passing on the contents on the basis of all kinds of documents and the models of the metadata, it can strengthen the flexibility, scalability and Interoperability of this system.
