The Design And Implementation Of The Content Management System For Government Website

With the rapid development of information technology and network technology, the government website as leading of the E-government construction is attracting more and more government attention. Shandong Province Bureau of Statistics Government Website shoulders the responsibility of publicizing the statistical government affairs of Shandong Provincial Government, releasing information and interacting with the public and it is an important window for the Statistics Department to popularize statistics knowledge, publicize statistical work, and release the information and data of government statistical survey. The website is characterized by rapid renewal; wide range of content sources; large amount of information, diverse formats; strict requirement in content and demanding perfect review mechanism.The Web Content Management System, referred to as WCM is developed based on the current situation and characteristics of Shandong Province Bureau of Statistics Website system, taking into consideration of the overall requirement of government website construction, and adopting the advanced idea and technology of Web application and content management. The aim of WCM system is to carry out a scientific collection, conversion, storage, classification, retrieval, timely updating and effective using on the massive and diverse government information, so that it can satisfy the growing information demands and service requirement of the public.This paper analyzes the background of system development and research state of content management both at home and abroad, describes briefly the main problems demanding to be solved in the Web Content Management System of Shandong Province Bureau of Statistics; analyzes business process of the system; and then makes a detailed description to requirement analysis, technology architecture, functional frame and database design of the system; and introduces the realization of the main module.The paper mainly includes: 1. Integrate the heterogeneous information which comes from different application systems of various business part (such as economic statistics of agriculture, industry, construction industry, population, labor, etc.), transform every type of statistical data tables into data point, and adopt multi - dimension and metadata to describe and store.2. Separate the embedding files from various types of document and generate information components, make metadata description, structuring and modeling to the document and information components in accordance with the content management ideas.3. Achieve the retrieval, processing, transmission basing on the content, and enhance the flexibility, scalability and interoperability of the system on the base of the metadata models of kinds of documents and data.
