With the development of network access to the Web2.0 era, a large number of the public opinion events on web appear, in which there is a category related to public power, public sector and its staff can always attract many users in the crowd, and the Government in responding to such public opinion events often goes in a passive state. Lacking of existed research-based, through the perspective of emergency management, this research aim to establish a reasonable responding mode to the public opinion events on Web. Firstly, the content from the network definition of public opinion events on Web, clear the current events related to public opinion on the concept, types and characteristics which conducted in a depth analysis, then the path from the formation, causes and impact of three dimensions comprehensive network public opinion interpretation of events, thus, forming a network of public opinion on a comprehensive understanding of the event. The fourth part of the article on the current public opinion of the Government Response Network of the difficulties faced by the event analysis, to extract the network of public opinion should be involved in events critical control point for the subsequent model laid the foundation. Finally, according to Fink's four-stage model theory, a rational and reasonable response to events in the network mode of public opinion, combined with specific examples of the application of the model elements of a detailed description. The research method is to take literature study. This is the biggest innovation of the analysis by addressing the plight of the event to extract the network address patterns of public opinion critical control points, and accordingly to establish the corresponding model firstly.
