Network resource management system is a subsystem of electric car charging station management system. It is mainly to complete the function of the network resource management in charging stations. It refers to the city management, place management, device management, fault management and Strategy management. This system can give a real-time monitoring for charging stations operating state in the network, sent alarm information for the equipment failure and show the topology diagram of resources. The fluent operation of system is good for the standardize of business process, is good for optimization of deploying enterprise resource, is good for reduce the cost of business, and is good for improving the functions of the decision-making.To solve the questions above, the paper designs and implements a suite of network resource management system for the new energy company. The paper analyzes functional requirements, system roles and some non-functional requirements. Based on the result of requirement analysis, some key questions proposed and through analysis some solution proposed too. The paper describes network resource management functions and system roles, and mainly gives a total design and implementation of the system.The system adapts the J2EE technologies and combined with some mature open source frameworks such as Struts, Hibernate and Spring. By use the design pattern of the MVC, the system reduces the coupling of different modules, increases the flexibility of system, and enhances the scalability and maintainability.
