With national economy's growing and travel frequency increasing, the transport industry has made great progress, especially the development of road passenger transport industry, but the resulting traffic accident become hot issues, which cause social common concern and impede economic development. So how to reduce the number of traffic accidents and reduce traffic accident injuries need to be highly concerned about, while developing the transport industry greatly.This paper is based on "Study of evaluation Index System of safety of the road passenger transport in Shanxi "issues. Through field research and with reference to the provisions of relevant industry, the paper works out evaluation Index System of safety of road passenger transport enterprise in Shanxi and evaluation Index System of safety of passenger station in Shanxi, and use Delphi method and G1 method to calculate the weighted of each index, which represent the importance of index, and develop assessment criteria finally.On this basis, use the object-oriented programming language Visual Basic and Access 2003 database system to design safety evaluation software system. The system can be simple, reliable and efficient to complete the evaluation of transport enterprises and passenger station. It can also inquiry about the evaluation results or delete them. Vivid software interface enable evaluate workers understanding the process faster, then make the process more simple, reliable and efficient, and generate assessment reports finally. Play the supervisory role for the transport enterprise and the passenger station security operation.
