With the development of information technology, E-learning is more and more popular. The foundation of realizing online learning is to design and develop E-learning platform. The colleges and training centers pay more attention on main business and less on system feedback. However, the evaluation and supervision is vital for improving the quality of network education services. Nowadays the problems of study for evaluation and supervision for E-learning are as follows:1:Most of researches focus on assessment criteria which are superficial and subjective.2:The evaluation results are used only by platform managers which may be useless for teachers and students.3:The data source mainly comes from the explicit data without using data mining method. In order to solve these problems, the paper studies some theories about E-learning evaluation at home and abroad, puts forward strategies about evaluation and supervision guided by participants. In the end, the evaluation and supervision system for E-learning platform is implemented based on the above theories. The contents of the paper are as follows:(1) Searching material, reading literature and studying the theories about evaluation and supervision for E-learning which includes the connotation and principle, platform service and resource quality indicators and all kinds of evaluation strategies for E-learning.(2) The paper focuses on evaluation and supervision strategies guided by participants. Based on the analysis of three kinds of roles in E-learning platform and following the principles of E-learning evaluation, it respectively puts forward platform level strategy for managers, course level for teachers and resources recommendation for students.(3) Based on the theories, the paper analyzes and designs the system for E-learning. It is divided into three parts. The first part is platform level supervision for managers including annual report and resources statistics; the second part is course level supervision for teachers including visitor volume statistics of course sites and learning tools; the third part is resources recommendation for students. Besides, the paper mainly analyzes module functions and their working processes.(4) At last, the evaluation and supervision system is implemented and tested after being integrated and deployed in the main platform.Compared with the other researches on evaluation for E-learning, the characteristics of the paper are as follows:firstly, it refers to SERVQUAL and and then establishes platform service and resource quality indexes for E-learning; secondly, according to the actual using situation of platform and the evaluation principles, it puts forward an evaluation strategy guided by participants which includes three parts:the first part is platform level supervision for managers; the second part is course level supervision for teachers; the third part is resources recommendation for students.
