With the rapid development of information technology and the increasing popularity of computer networks, computer networks are unique charm of its people's lifestyle, and these include the way people learn. Traditional learning methods are time and space constraints, and computer supported collaborative learning not only to overcome the traditional learning methods in time and space constraints, and the help of a rich network of resources, greatly changed people's habits and ways of learning. Therefore, many education experts in the field to do a thorough research, there have been some new application platform. However, many online learning platform and did not receive the desired learning outcomes, there is over-reliance on resources for learners, not motivated to learn; too much emphasis on learning outcomes, without attention to the learning process; in the learning process does not value the group collaboration, etc. Problems. Therefore, how to design a good online learning platform, has become an important international research education experts. The main work of this paper is as follows:Firstly, we analyze the current technical characteristics of online learning platform and gives a detailed analysis of the functional requirements. Given the overall framework of online learning system program, we proposed design and implementation of each modules. These includes database design of online test subsystem. Scoring strategy and learning assessment strategies and learning resources annotation subsystems are all designed. Then, considering the key technologies to realize the system, especially for the problem of Web annotation location, we propose match and highlighted strategies for the selected contents. Finally, we indicate some implementations for the designed subsystem. Experiments shows that the proposed technical solutions and the strategy are feasible and effective.
