Higher data rate, bigger system throughput, wider service coverage, more reasonable resource allocation, are already the leading trend and evolution target of future mobile telecommunication technologies. The target of the next generation network is to satisfy the daily increasing user demand and achieve higher quality of satisfaction. As the existing state of future network, that is the heterogeneous converged network, faces many challenges towards the goal, including the variety of access networks and resources, fast changing network state, cooperation and competition among networks, the increasing types of services as well as the changing user requirements. To solve these difficulties, traditional radio resource management is not useful. We need to melt and innovate based on the traditional research achievements with consideration on characteristics of heterogeneous network. In this way, we can absorb the advantages of different networks and coordinately manage them, which can help to efficiently converge networks and let them work cooperatively.In this paper, we mainly focus on quality of service (QoS) management in heterogeneous network. Considering the importance of admission control in resource management and that profit is the final target for network operation, we select admission control in heterogeneous network as the research point, which considers the tradeoff between quality of service and profit. We mainly creatively designs the end to end admission control framework in heterogeneous network, the end to end admission control process in heterogeneous network and the admission control algorithm in heterogeneous network. The admission control in heterogeneous network overwrites the traditional call admission control, which involves three processes, the network work selection, single net admission control, and the admission decision mapping and execution. These processes may interact with each other or sequentially execute. Some may need the output of others as the input to make decisions. Only the coordinate work of the three can realize efficient admission control in heterogeneous network, which relies on the specific design.The main job and innovation of the paper can be summarized as follows:1) Gives a new and clear definition of admission control in heterogeneous network. The new characters of heterogeneous environment make research points in heterogeneous network different from that in homogeneous network, which requires combined design of multiple research points. If we define the admission control in heterogeneous network as the control process from service request launch to the final decision of whether to admit or deny it into one of the network, it should include three processes:network selection, admission control in single net under heterogeneous environment, and the admission decision mapping and execution (or access configuration). Especially network selection and admission control in single net under heterogeneous environment unitedly decides which network to access and how it is admitted or denied.2) Designs an end to end admission control model. By comparing the next generation admission control frameworks proposed by different standard organizations, we select the middle complexity and easy to be extended framework to extend. Quality of service assurance related network functionalities are added and signaling contents as well as control processes are defined. Two main control processes, the admission control and real time adjust, are introduced. Besides the detailed interaction between three processes of admission control in heterogeneous network is explained.3) A novel user preference oriented multiple attributes deciding network selection algorithm is proposed. A comparatively complete two level metric hierarchy for network selection is given. And a metric weight calculation method is introduced which can reflects user preference and objective network difference. By this way, the optimum network that satisfies user individuality most can be selected. This algorithm can confront the challenges of user preference, multiple types of service quality needs, changing network, and network differentiation. The effectiveness of the algorithm is testified by simulation.4) A quality of service and profit oriented single net admission control algorithm is designed. This algorithm takes pricing policy as the design principle, the gaming theory as the mathematical solution method, and the dynamic pricing mechanism as the core control process. It puts many factors into consideration during pricing modeling, such as multiple types of service quality differentiation, radio access technology heterogeneity, competition between operators, the inequity in service providing, service substitution, and the behavior of users to pursue high quality with low price etc. This algorithm can confront the challenges of heterogeneous network like network competition, multiple types of service quality differentiation, fast changing network state. And the effectiveness of the algorithm is testified by simulation.
