With the development of wireless communication technology, the more and more increasing demand for broadband service and business diversification of people, a single service is provided by a single network will no longer be competitive, while the effective use oflimited wireless resources environment become more and more urgent, prompting wireless communication from a set of isolated network to heterogeneous integration wireless communication of competitive technology development. At the same time, the different radio access technology(RAT) in the same coverage area overlap leads to the same area having multiple access interface so that the multi mode terminals and RAT face the problems of access selection. So the radio resource management(RRM) become a problem urgently to be solved in heterogeneous wireless networks.Admission Control is the most important technology in RRM. It is necessary to make appropriate access selection algorithm on the network side and client, contribute to optimizing the allocation of network resources and service QoS guarantee in heterogeneous wireless networks. There must have a suitable heterogeneous wireless networks platform and specific ways to implement RRM strategy. In this paper, through the research of the RRM and admission control in heterogeneous wireless network, An dynamic hierarchy joint radio resource management framework(DHJRRM), selection and handoff algorithm based on the user priority are proposed in heterogeneous WiMAX and WLAN integrated networks. Through admission control on the terminal and the network side to implement the load balance between different RAT and improve the system throughput.First, a heterogeneous wireless network platform is set up base on WiMAX and WLAN, with the LRRM, RRM, JRRM management module in Joint RRM and network elements in RAT(i.e., access points, gateways, core network) mapped, proposed the heterogeneous resource management model and resource interaction processes based on dynamic hierarchy joint radio resource management, giving the information interaction process between the resource module of different RRM levels.Second, after the analysis of the current popular admission control mechanism, given the admission control process based load balancing consideration the user preferences and user priority.To enable the terminal quickly and maximum initial access probability to access the network, proposed the maximum initial access based weighted choice algorithm: MIAWC.Third, when the terminal original request failed or need the handoff to access other network, respectively proposed network re-selection algorithm based on both situations. When the initial request is not successful, considering the performance and load of the network, access the network performance parameter of each RAT real-timely, proposed AHP and GRA based access again selection algorithm: AHPGRA-AAS, using AHP and GRA joint analysis; When the network overload trigger handoff process, selecting the right business to implement handoff by calculating the handoff priority of different services to achieve load balancing between different RAT, proposed traffic importance based exponent weighting algorithm: TIEW.Finally, the proposed algorithm is implemented using OPNET simulation platform in heterogeneous network system. Simulation results show that the proposed algorithm can better ensure the transmission of high-priority user services and implement the load balance between different RAT, improve system performance.
