Engineering progress management is an essential part of the modern enterprise business management and an important measure that can ensure the project completed on schedule, arrange for supply of resources reasonably and save the project cost.Engineering progress management of enterprise requests the preparation of the optimal schedule of projects in a given period; in the implementation of the scheduled process, the actual progress of engineering must be checked frequently and compared with the previous scheduled progress constantly. If there are a lot of differences between the scheduled process and the actual process, we must analyze the causes and impact on the duration of project and make the measure to adjust the actual process and change the measure in cycles to ensure the project completed in the stipulated time.So the good operation of engineering process management is conducive to the normal start of production activities, is conducive to optimizing allocation of resources within the enterprise and is conducive to the healthy development of enterprises to improve their market competitiveness. Therefore, it is very important significance that we strengthen the development of informatization of enterprise management.To solve these above problems, this paper designs and implements a engineering process management system for the telecommunication company. This paper analyzes the functional requirements, system roles and non-functional requirements of the engineering process management comprehensively. According to the results of these requestments analysis, this paper proposes several key issues about the implementation of the system and makes some solutions. This paper describes the processes and system roles of the engineering process management detailedly, and mainly describes functional requirements, the design and implementation of the system.The system uses some mature open-source frameworks and technologies, such as J2EE, Struts, Spring and Hibernate. It contains multi-layer framework pattern, reduces the coupling of the system, increases the flexibility of the system, and enhances the scalability and maintainability of the system.
