In recent years, with the gradual liberalization of domestic telecommunications regulation, telecom industry has become a particularly competitive industry instead of monopolization. The information and communications services industry is rapidly changing with new rules, new competitors and mode, new customers, unprecedented demands. As the market develops the key objectives are faster service introduction, improved quality of service, and reduction of the cost. With the continuous development of the technology, in order to improve the telecommunications companies in the telecommunications market of competitiveness and the quality of service, the TeleManagement Forum put forward the NGOSS framework.The first part of this thesis mainly analyzes the OSS (Operation Support System) development in detail, and study the OSS theory in depth, like SID (Shared Information Data/Model), NGOSS (Next Generation Operations Systems and Software).The next, based on NGOSS theory and the requirement of SID model, and according to the need of Mobile Operators and equipment manufactures, the equipment management system was designed and implemented. In the stage of demand analysis, different users' requirements were fully considered, striving to make the system fully meet all user requirements for the functions of the system. This system is an online resource sharing platform, the fundamental purpose is to avoid operator in acquisition device information repeatability and the duplication of equipment manufacturers, to build a shared channel of equipment information, making the equipment information value maximization. Then, the thesis studies the terminal management platform software architecture. The system architecture is based on MVC model, which can separate the business logic from the system, so reducing the degree of coupling between the businesses, improving the code reusability and the system's extensibility.At the end of this paper, the main functions of the equipment management system are shown, to prove the system satisfies the requirements.
