Study On Status In Quo And Countermeasures Of Fire Reports In China

The fire control in China has gone through a long process; however, the public's awareness on fire security still should be further improved and some people even hold the aleatory and indifferent mind. However, the obvious fire data is trying to wake up people's safety awareness and sense of crisis studiously. The propaganda of fire control has always been the most important task in fire control; therefore, the questions how to awaken people's prevention awareness through the effective dissemination and how to completely enhance the fire prevention level through propagation have become the top priority. The mission of mass media shoulders heavy responsibilities, thus, this thesis takes the questions how to complete its own function via the basic law of mass communications, how to quickly determine the current situation so as to make a reasonable construction of the topic, how to develop effective communication under the environment of social harmony development and how to make the concept of security be deeply rooted in the public using its own advantages as the fundamental starting point and the ultimate goal of this study. Therefore, this thesis studies the status in quo and the countermeasures of the fire news reports in China and tries to offer valuable suggestions for the fire control and building a harmonious society.China Police Daily-Fire Weekly, the national newspaper which is charged by Ministry of Public Security and hosted by the newspaper office of China Police Daily, was published in 1998 and ran for 14 years up to now. It is the main media for propagandizing the fire control and army construction specially and an important means to propagandize the fire control. Its circulation has now reached 200 thousand copies. It has become the necessary reading matter for the fire officers in the fire control unit, the useful"brainman"for the party and government organs and social organizations, enterprises and institutions to guide the fire control and the important window for people of various circles in the society to understand and learn the fire control knowledge. With the implementation of new"Fire Control Law in PRC"in May 1, 2009 as the focus, this thesis selects 101 newspapers 4 months before and after it respectively and collects 3323 articles. The first chapter summarizes the study's starting point and the basic situation of sample collection and describes the research methods; the second chapter starts from the propagation process, analyzing the three basic aspects in the process of dissemination, that is, source, channel and sink; the focus of this thesis is the third chapter, using the two main methods for text studies—quantitative and qualitative research to conduct a comprehensive analysis, for the quantitative study, this paper also use the comparison method, for the qualitative research, this paper mainly studies from the framework of the theory, text analysis and information value.Through quantitative analysis, the author of this thesis finds out the working reports are relatively concentrated with regard to the subject, more in line with the basic characteristics of the organ newspaper, but in terms of the spread of the fire, it has been lack of cultural diffusion, affecting the formation of long-term mechanism for news propaganda in fire safety; the information source, that is, source is excessively single with a serious imbalance in the proportion; as for the reporting type, message and comment account for the majority of the proportion; however, there is few feedback newspaper reports such as the"Letters from Readers"; as for the tone of working report, the tone of the disaster reports is mostly actively to guide, and severe to the report on illegal behaviors; When analyzing the strategy type of fire report, the author of this thesis finds out that China Police Daily-Fire Weekly accurately grasps key content, but the reports on forming the long-term security atmosphere are relatively few; as for the length of report, report with 200-800 words is relatively common, which is reasonable in case of limited space of page; as for the analysis on the fear appeals, the author of this thesis holds the view that the reports on sensibility and crisis management mechanism of self-efficacy should be further strengthened so as to form the social self-management and social oversight mechanisms.In qualitative research, this thesis mainly starts from the framework analysis theory, studies the political development framework, security transmission framework, cultural transmission framework and humanity transmission framework, thus this thesis finds out that the reports from May to August emphasis on the implementation of dissemination effects and formation to the transmission atmosphere compared with those from January to April, so that the spread of news reports on the fire has been greatly improved.According to the status of fire reports in China, this study presents four difficult issues existing in the fire reports: the effectiveness of the fire news transmission being difficult to achieve, the lack of fire cultural transmission, the simplified source and lack of the feedbacks from readers and the accordance between the passer's pursuit and receiver's expectations being improved, at the same time, based on the practice and rational analysis, this thesis believes that we can take reasonable measures to set the question so as to enhance fire spread news bias accordingly: to improve the effectiveness of the fire news transmission; to enhance the cultural transmission, to seek diverse sources and use a variety of media with an effective feedback mechanism and to effectively improve the accordance between the passer's pursuit and receiver's expectations, thus to change the readability of newspapers, make the newspaper close to the receivers, apply the theory in practice and ultimately maximize the value of fire publicity so that people will pay great importance to the fire control in the consciousness, enhance fire safety in action on the maintenance of consciousness and ultimately exert the role of media.Via the analysis, this study suggests that fire reports in China need further development, such as the layout of the length and cooperation mechanisms with the media—are the new direction for further research; at the same time, the author expects to develop this study into the receivers through the questionnaire method in the future studies so as to further explore how the fire control concept can be formed.Thus we can see that, the purpose of fire reports is to maximize news coverage of the publicity work of the party and government's principles and fire policies in order to enhance the legal awareness of the whole society; to mobilize the widest range of people involved in supporting the fire control and lay a solid mass foundation for the fire control work; to widely spread the fire safety knowledge to the audience and spread the ability of anti-self-help to the people; to obviously spread the spirit of selfless dedication of fire brigade and the brave heroes so that people will get to know and love the fire control officers. Therefore, let the sense of fire safety be deeply rooted in people's mind and let the world be full of security concepts.
