Along with the fierce competition of telecom market and wide use of database technique, Enterprise Information System engenders a wealth of data. How to use the wealth of data to support decision-making, broaden telecom service, and promote telecom industry development, becomes the primary problem. This paper mainly discusses how to provide solutions on decision support for the development of telecom market, environment building methods integrating OLAP and other technical architectures with data warehouse as the core. Based on the theoretical analysis mentioned, the'E Surfing'-featured OLAP system is designed and realized.The paper first makes an introduction to decision support system, data warehouse, OLAP, data mining and web technology, mainly concentrating on the introduction of concepts, characteristics, architectures, methods and tools, laying the theoretical foundation for system analysis, design and implementation. Secondly, starting with the business of E Surfing, the new brand of China Telecom, deeply understand its large amounts of data, and analyze the function modules, architecture, design methods and procedures of the system. Then, the system implementation is described in detail: Beginning with the ETL process, describes the building process of data warehouse. Create the dimension and fact table by using OLAP analysis, design corresponding logic models and physical models. The system runs as follows:adopting Mondrian as the server, choosing XML language to store OLAP data, returning the query results to display layer by using MDX query language, and finally displaying the data to users in multi-angles through the Web server and OLAP server. Lastly, the paper summarizes the whole content and makes an expectation on the development of the system in the future.
