Sci-tech novelty retrieval is a kind of information consultation work applied by scientific and technical information consulting organizations with certain repertory of information resources and personnel having corresponding qualification on novelty retrieval consultation, through manual and computer retrieval, applying comprehensive analysis and antitheses, in order to provide literature cheek results for evaluating the novelty of scientific research findings and projects, etc. Quality evaluation of sci-tech novelty retrieval is an important part of sci-tech management and can make s&t novelty searching station better in novelty search. This paper adopted Fuzzy-AHP method to evaluate sci-tech novelty retrieval quality. Based on nanchang university library s&t novelty searching station (ministry of education L25), problems would be found and improved.This dissertation contrasted and analyzed domestic documents and international documents about s&t novelty quality assessment,and elaborated the necessity and feasibility of s&t novelty quality evaluation. Then discussed the fuzzy hierarchy of comprehensive evaluation method, analyzed affect factors of s&t novelty searching quality evaluation, comparised and analysised the various index system characteristic, at last proposed a new index system about sci-tech novelty retrieval. This system included 3 primary indexes (start quality, intermediate stage of quality, the quality of final stage), nine secondary indexes and twenty-six third indexes. This paper analyzed the system weight of the index and weight normalization treatment method. Then, using the fuzzy comprehensive evaluation method of hierarchy evaluated nanchang university library s & t checking novelty. Result showed that the quality of intermediate stage and final phase was quite higher. The quality of sci-tech novelty retrieval report, literature retrieval, expert consultation and user feedback was higher; the quality of file management, literature resources, working environment and novelty search personnel lied in the medium level. Questions existing in s&t novelty searching station were found through empirical analysis process,such as:(1) documentary resources, quality of personnel and literature retrieval quality,work environment needed improving;(2)experts discipline background and expert consultation qualification in our school s&t novelty station were in a general level;(3) there is no fully automated archives management inquiry system and people know little about sci-tech novelty retrieval. In view of the above questions, this paper put forward suggestions and countermeasures to modify the quality of nanchang university s&t novelty searching.
