Emergency communication system refers to the system which is used to cope with emergency situations such as earthquakes, fires, typhoons, floods and large-scale infectious disease. The function of emergency communication the system is to achieve information acquisition, processing, management, decision-making and respond to emergency situations. The architecture of emergency communication system is complex. Simulation provides support for the application of the emergency communication system. It is a technology which uses a model to simulate the real object and research their actions. However, how to determine proximity between the simulation system and the prototype system, how to verify the consistency of the simulation system input and output and that of the prototype system,how to identify the acceptable level of simulation system in the practical application, these questions require integral evalueation of simulation system. The current methods are mostly qualitative more than quantitative analysis which lack of data support.For the shortcomings of above-mentioned, the study is based on emergency communication simulation system. Simulation system verification, validation and accreditation (VV&A) techniques and methods have been carried out in-depth analysis. Firstly analytical hierarchy process has been used to establish indicators architecture of emergency communication simulation system. Evaluation index is divided into three levels of dimensional parameter, measures of performance and measures of effectiveness. Indicators which can suit emergency communication system has been selected according to the principles and methods of selection of indicators. Then, as the people's understanding of the preferences and the complexity of the system itself, in the structure comparison matrix, the comparison matrix often occur inconsistency, which requires a lot of calculations to determine consistency and corrected. In this essay, fuzzy consistent matrix is adopted instead of comparison matrix. Information entropy is used to construct fuzzy consistent matrix of high consistency, and then calculate of the weight of layers of index layer by layer. It comes to a quantifiable result for the overall performance of the system, through which the acceptable level of simulation system is judged. The traditional simulation system assessment relied on the subjective of the experience has been improved for data analysis based on objective assessment methods, which is more scientific and rational.On the basis of above mentioned, MAK RTI 2.2 and VRlink3.9.1 software are used to build a HLA simulation environment. VV & A system is achieved by Visual C++6.0 and SQL Server 2000. VV & A system as a federal member joins the federation. The system has been used for data verification and performance evaluation for emergency communication simulation system, which provides support for enhancing the credibility of the simulation system. It also has higher availability and scalability.
