Research On The Reform Of Administration System Of Archives In China

Since Reform and Opening-up,the organizing principle of "unified lead, second classific management" and the system of" integrated administration bureaus and archives" have been set up in our country's archives closely following the country's history process.Such kind of management system promotes comprehensive development of archives. Meanwhile, there are some problems in it.This paper mainly elaborates the form and development of management system in our country's archives, the basic principles and operation system of archives work and the reform course of the archives management system in China.It makes comparison and analysis on the difference and common characteristic in the archives management system between china and foreign countries,and reveals the shortcomings of the current archives management system as well as the existing problems in the system reform in our country. Using the New Public Management Theory, this paper indicates that the government service should be directed toward social and public demand.It puts forward the reform direction and goal of our country's archives management system, suggesting to introduce market mechanism into public service and fully take advantage of the power of market and society so as to make public service socialized.The paper point out that the reform of current archives management system should be explored and promoted step by step within the general frame of the national administration system reform.According to the development direction of marketization, legalization and modernization,the archives management system should be established in conformity to socialist market economy.This paper mainly includes six parts:1.It mainly explains the research background,research aim,theoretical meaning and practice value,defines the relevant concept, puts forward the related theory and introduces the research method and framework. 2.It clarifies the origin,form and development of Chinese archives management system.3.It analyses the difference and common in the archives management system between china and foreign countries such as America, France by comparison.4.It analyses the character, the form and the system's shortage in our country's current archives management system.5.It points out the thinking trace of our country's current archives management system by using case.6.By using the public management theory, it put forward the goal,direction, thinking trace and countermeasure to the reform of our country's archives management system.
