Research On The Reform Of Archives Management System In The New Era

Since China's social economy entered the stage of rapid development,the cause of all aspects of the society has undergone earth-shaking changes,and achieved good results,the archives management system has been further improved.Under the background of the new era,the traditional archival management system has been unable to fully adapt to the development of archival work.Therefore,the archival academia and the archival industry began to pay extensive attention to the reform of the archival management system,in order to meet the development needs of archival work in the new era.This paper focuses on the reform of archives management system in the new era,starting from the causes of China's archives management system,including China's historical tradition,basic national conditions and the need of comprehensively deepening the reform;On the basis of the above,the reform process of archives management system after the founding of new China is summarized,which can be divided into four stages: the formative period of archives management system,the period of unified management of party and government archives under the leadership of the CPC central committee,the period of unified management of party and government archives under the leadership of the state council,and the period of integration of bureaus and libraries under the leadership of the CPC central committee.Then,it expounds the reasons for the reform of archives management system in China in the new era,including the background of the comprehensive deepening of the reform and the proposal of the major judgment of the new era.Next,the paper analyzes the main contradiction in the current archive work and the drawbacks of the current archive management system.On the basis of this,the author defines the policy of the reform of archives management system in the new era.Second,continue to adhere to the principle of "unified leadership and hierarchical management";Third,we should adapt measures to local conditions and attach importance to efficiency.Next,it analyzes the problems faced by the reform of archives management system in the new era,such as the emergence of the new "information island" caused by the division of archives departments and related departments,the risk of the weakening of archives administrative supervision function,and the career development of archivists after the division of bureaus and libraries.Finally,some optimization schemes which still need to be further studied are put forward:to build a scientific and efficient national archival information resource management system through reasonable institution setting,effective resource integration and establishment of archival information resource sharing platform;Through legal means to speed up the process of the rule of law;People-oriented,through the relevant supporting policies,the restriction mechanism and archivist's self-restraint to achieve talent.In the current new era,in order to support and serve the future economic development and social construction,we,as archivists who are about to enter the post,must be strict with ourselves,keep pace with The Times,think of the people as their duty to serve,assume the great mission of preserving the memory of socialism with Chinese characteristics in the new era.
