On The Reform Of Archives Management Mode In Anhui Province

In the age of severe material shortages,people just need to simply increase the material.However,in the present,material resources have been unprecedentedly enriched,and the era of getting long-term satisfaction though material has passed.Compared with material,spiritual sense of acquisition is more important.Especially after the advent of the knowledge economy era,knowledge and information will be permanently stationed in our lives,and the growth of economy will depend largely on whether the information resources can be rationally configured and integrated.With the rapid development of China's economy level and the degree of informatization,the problem of rational allocation of all kinds of social resources gradually attracts the public's attention,especially for the problem of the integration,protection and utilization.of resources.Archives information resource is a precious part of information resources,the integration and allocation of archives information resources are also attracting much attention.The traditional methods of archives management,both in time and space,have hindered the effective dissemination of archives information resources,and even led to low efficiency of archives management.Therefore,reform is one of the effective ways to solve the problem.In order to solve the problem of improper allocation of archival information resources,Anhui Archives Management Mode Reform(referred to as "Anhui mode Reform" in this paper)was implemented in 95 cities and counties in Anhui province thirteen years ago.This vigorous reform is regarded as a baptism of thought and a breakthrough of the archival science theory and practice,it has a very important position in the history of archives reform in our country.This reform not only attracted the attention of the actual departments of archives,but also focused the vision of the National Archives academic circles.Besides,it carried out a great discussion about Anhui Model Reform.Additionally,it has been highly praised by the state archives administration.For example,the National Archives Bureau Director Yang Dongquan,deputy director Duan Dongsheng,Li Minghua and Yang Jibo have cheered for Anhui Mode Reform one after another.For this reform carried out in Anhui,the National Archives Bureau Director Yang Dongquan once highly praised Huizhou children's creative spirit of overcoming difficulties without discouragement and breaking through boldly,he pointed out that they can bear hardships,dare to reform,and have a pair of eyes to find problems.This paper has carried on a comprehensive,systematic and objective review of Anhui Modal Reform more than ten years ago.The first part is the introduction,in which the research background and purpose of this article is introduced,and then the research significance of this article is respectively discussed from theoretical and practical significance,and then the research status domestic of Anhui Model Reform by domestic experts and scholars is analyzed and summarized,finally,the main content of the topic is briefly introduced.The second part is the overview,in which the archives management model reform and archival information resource integration are analyzed and explained.The third part introduces the implementation background of Anhui Model Reform,the concrete reform measures of Anhui Hexian county,and the establishment of Anhui electronic document center.The fourth part is the preliminary results of the reform,mainly including following aspects:straightening the relationship,innovating the system,fully integrating archives resources to provide social use,strengthening the archives to improve the level of business development,and promoting the infrastructure construction of archives.The fifth part introduces the bottlenecks encountered in the implementation of the reform,there are contradictions and conflicts between the legal norms,the regional limitations of promotion,the lack of integrity of the integration of archives resources,the lack of dialectical thinking.The last part is some inspiration of the reform brought us,mainly including improving archives legislation,rationalizing the relationship f,innovating management system,learn the successful experience of reform from other regions,paying attention to archives information construction,strengthen the training of archives management personnel.In this paper,in order to put forward some academic thoughts for the significant and difficult problems--China's reform:of archives management system and integration of archives information resources,which have attracted high attention in archives academic field in our country,the Anhui archives management mode is chosen as the research topic and comprehensively studied.
