Design Of Government Procurement Management System

E-Government Procurement management of China has been flourished and rises rapidly during the overwhelming worldwide E-management wave. During the past decade, through the management and use of network information technology and other means, our traditional government procurement has approach to the changing trends of digital and intelligent, thus, promoted the changes of management, implementation modalities and interactive program.During years of practical working experience, I completed my graduate thesis of software engineering with government procurement management system, which combined my familiarity with both the government procurement process as well as management system.In this paper, I discussed the content, function, classification and effects of government procurement, and the promoting effect of information technology development. Also, I discussed the purpose and significance of developing government procurement management system.In today's computer software design, J2EE, as an architecture that uses Java2 platform, streamline enterprise solutions development, deployment and management of complex issues. It retains and develops JDBC API, CORBA technology and security model, full support for XML, EJB, Java Servlets and JSP technology.Another technology is the MVC, which means to divide an application into three levels—model layer (M), view layer (V), control layer (C), so as to realize the application of input, processing, complete separation of the output process.Similarly, Struts framework is divided into eight core packages, 300 Java class. Struts MVC model is based on open source framework, which created a unified architecture of developers. It inherits all the characteristics of MVC, and makes a certain advancements based on the characteristics of the J2EE correspondingly.All technologies mentioned above not only are the harvest I reaped during majoring software engineering, but also the technology cornerstone of government procurement management system design. This paper discussed the functional requirements of Government Procurement Management System, through funding, project implementation, information dissemination, to achieve sourcing and procurement operations. The system is basicly use J2EE framework to design as well as realize the detailed design of the module.We adopted B / S structure on the Operating environment, designed database schema based on 1NF and 3NF. Also, I analyze the risks and the ways to conquer them in the government procurement management system development.The existing management of government procurement use Excel spreadsheets to manage data frequently, to enable these data would work effectively with the system we introduced in this paper, we designed Excel data exchange module to deal with open source technology.Data analysis module used for government procurement of funds analysis, by analyzing the efficiency of the main factors. In order to further strengthen the effective management of government procurement as well as enhancing the utilization of such funds to provide basis for decision making, so we developed own data analysis module and avoid unnecessary problems.One of the main algorithms is the realization of detailed data analysis algorithm. We designed and tested DEA (Data Envelopment Analysis, DEA) algorithm. In view of the entire system is still under stage of testing and commissioning, this paper made removal of related data on the Statistical Yearbook for functional test, which results are match with manual calculations or commercial software.Through research and development of government procurement, this article is basicly covering the main aspects of government procurement to achieve centralized procurement management and resource sharing; it is beneficial for capital projects, implementation, information dissemination, evaluation and other e-procurement resource management.With computerized technology's development, to realize the seamless link between procurement management departments, executive departments and budget sector could optimize the allocation and a reasonable distribution.Government procurement management system is a large project, we could only cover a small part in this article, and there are many places to be perfected. If we can applicatethe workflow technology and chain technology, we can achieve better results.Due to analysis and reasons mentioned above, if applying technologies such as workflow and chain applications, we can safely arrive at the conclusion that we can achieve better results along with the promotion of Internet of Things technology and growing maturity of government procurement management function of the system.
