Design And Implementation Of Government Procurement Trading Platform Based On J2EE

The government online project began in 1999 in china and gradually developed into the current online government after about 30 years’ development. The office automation is the major content of the earliest government online. However, the traditional working way of the government online has changed with the development of the technology and innovation of system. In the process, the extensive application of computer technology has exerted great influence on the government online which has enhanced the working efficiency and the level of social services.Since the beginning of the new century, the information engineering level has achieved very remarkable promotion and information technology has been widely applied to the government management process. The development of the online government is of great strategic significance for national strategies for using information technology to stimulate industrialization, realizing leap-forward development and enhancing the competitiveness of countries. The report of 16 th congress of the party stresses that promoting government informatization by transforming government function has become the key step to promote social modernization. Along with our country changing from management-oriented government to service-oriented government, government procurement also turned into the market exchange mode gradually which can enhance government transactions’ openness and transparency. Meanwhile, the state also published a series of laws to restrict the operation of government procurement platform intensive. It is proved that during the process of managing of the government’s public affairs, government organizational structure and work process can be optimized or reorganized with computer, telecommunication and network technologies, so becoming an important symbol of modern society. The State Council also issued that it can improve the transparency of government procurement activities, push government credit environment construction and realize the information sharing and unified information releasing by building government procurement trading platform.In this paper, the SSH(Struts Spring Hibernate) three tier framework was used to develop the system. This model is not only able to represent the idea of the zero-client(B/S architecture), but layered structure of the MVC framework.The business logic, view and data of the whole system are both discrete and coupled to ensure real-time data connectivity. SSH as open source framework model, which has the distributed transaction management directory service and a set of standard programming interface used by message service is widely used in large enterprise information management system. It helps application developers have rules to follow and reduces the development complexity.The system provides four subsystems which are the content distribution, online trading, intelligent recommendation and system management, and each subsystem is divided into multiple child function module. It not only provides suppliers with a public fair competition platform but the government to provide more convenient bidding management process. Content distribution subsystem is divided into the registration and login management, portal management, news release audit management and information management modules; Online trading subsystem mainly manages online bidding transaction, including: online bidding, bid assessment, payment and settlement and online bidding order management module; Intelligent recommendation subsystem is mainly manages bidding recommendation feature, and it is divided into user tag set, the user behavior acquisition and recommend bidding intelligent module; System management subsystem is a part of the integrated management of the system interface, operation log, divided into three main parts system permissions management, system settings and system log management.
