Fairness is embodied in every aspect of our life, especially with the rapid transmission of information in the modern times, the significance of fairness is becoming more and more apparent. However, unfairness in our daily life is a quite common phenomenon. At present there exists information hegemony in terms of information gap and dissension. Those who have the advantage to control the information will act biasedly against those in disadvantageous position, whose right and benefit, therefore, is violated, as a result, they become more and more marginalized.As a developing country, China has been improved greatly in her comprehensive national power. But compared with the developed countries, there still exists some gaps. A good case in point is the backwardness of the resources in public library. Public library is the place where people get information. If our country is scant in public library there will be a big problem in information acquisition.When it comes to the 21st century, with the rapid development of science and technology, the relation between economy and information is becoming closer than before. Unfortunately, with this rapid development the problem of information gap is becoming more serious than before. As is well known, information gap directly leads to the problem of informational unfairness. Based on the above-mentioned issues, and from public library perspective, this thesis focuses on the problems such as the insufficiency of public libraries, lack of concern for public libraries, particular pursuit of their locations and areas, unharmonious relations between academic studies and grass libraries, the Mathew effect of library, low-efficiency of working staff, insufficiency of volumes, etc.By reflecting the problems existing in the government, academic circles, and libraries, some measures are presented to solve the above-mentioned problems:1. to increase the volumes of library in rural areas,2. to rationalize the locations of libraries,3. to build community libraries,4. to strengthen the concern for public libraries,5. to pay more attention to the need of the public,6. to solve practical problems,7. to perfect the equipment of libraries, 8. to cultivate the commitment of working staff,9. to promote the share of public resources.There is no doubt that there are some problems unsolved in this study. The public evaluation system of library refers to the assessment based on certain criteria and methods and conclusions are drawn accordingly. This process is different from those of other evaluation system. In western managing theories, the main evaluation criteria are efficiency, validity, and the fulfillment of politics and public responsibility.Although it is important to make horizontal valuations, it will naturally generate stress. If some related evaluation is conducted vertically among government, academic circles, and primary libraries, the stress will turn out to be motivations, which is the source to solve those problems mentioned above. At present, the Norms for Evaluation was issued in 2004 by Public Library Association which only focuses on the evaluation of public libraries. There is no touch of other related aspects such as the evaluation of government, academic circles, and grass libraries, which is a demanding problem for us to solve.This thesis aims to perfect the evaluation of public library from both inside and outside and make some contributions to bridging the gap and realizing the fairness of information.
