The 21st century is the century of information, as an important strategic resource, information resources have been playing an increasingly important role in promoting social progress and better standards of living. However, facing to the broad array of information, it became an important issue about how to search, how to get and how to use by people. Above all, it has also became public concern about how to protect the information fair, and the voice rising. And at last it became the inevitable responsibility of the Information Age quickly. There are many forms of information unfairness, and the unfairness of public access to information is one of the important content. The process of democratization of society can be unable to do without public participation, and public participation must first obtain elementary and sufficient information. Therefore, in our information age, it has become an important basic work to ensure fair public access to information in the construction of a democratic society.Public access to information means that the public has the right to access public information resources conveniently, freely (low cost) and Barrier-free. Public access to information is a basic part of the information fairness, they have close connections. At the present stage, The issues are abound in practicing of public access to information, the most prominent phenomenon in the subject, object and channel,including following aspects: the indemnificatory deficiency of the rights of public access to information, the low acquisitioning capacity of public access to information, unsatisfactory of the opening of public information resources, and obstructed channels of the public access to information and so on. Therefore, in order to ensure public access to information and further promote the information fairness, we must rely on the information society as a whole act together, learn the experience from the advanced foreign countries, and improve the current situation in following five efforts from the legislative level, the quality level of public information, the opening of the public information resources, the information infrastructure and the cost of public access to information.
