Metadata Interoperability Research And Application In EGovernment Based-on Ontology

Recently, the E-government affair information resource is rapidly growing with the rapid development of E-government affair, Therefore, they are caused the emergence and development of metadata which are used to describe the E-government affair information resource. When the metadata standard unceasingly emerges, it has created the barrier of the communication between departments. The government and the information worker are attach more and more importance to how to solving the communication and integration problems between various departments. The research about ontology is just at the beginning in our country,and how to use the ontology to dispose the information is a blank area in China.Our contribution in the paper is under below:1)This paper tight encompassed a core question of how to use Ontology to dispose the information, described the ontology, metadata and Interoperability which are involved in the core question, detail explained the difference and relation between ontology and metadata, bring forward the method of using ontology to complete the Interoperability of metadata.2)Discussed the theoretically application of the metadata interoperability in E-government affair information resource integration, summarized the existent questions and difficulties in E-government affair information resource integration, and analyzed the superiority and using potential of metadata Interoperability based on ontology in E-government affair information resource integration. 3)Researched the method of building domain ontology and soft engineering, and we bring forward a method of spiral model prototype which referencedin the software engineering.Using the method we have constructed thewater service resources domain ontology which take the electronic waterservice resources domain as the example.4) We bring forward the method of Semantic Retrieval Using Ontology andMetadata, detailedly discussed the usage about the water service resourcesdomain ontology in the semantic retrieval aspect application, anddeveloping the semantic retrieval prototype system. We make a comparebetween the retrieval system basing on the ontology semantic and the keywords inquiry, which proved that the first one is more feasibility andvalidity.5)The government affairs information resource has already became thefoundation of the government decision-making. This paper summarized thegovernment decision-making based on the data mining, and doing furtherresearch on how to discover the patterns in the data mining in thegovernment affairs information resource which are useful to thegovernment decision-making.Finally, we summarized the works of this paper and the works which aremust to be continued later.
