Research On Models And Application Of E-Government Information Resources Metadata Based On The E-R-P Modeling System

Recent years, with the high development of China's construction of the E-Government, the total quantity of the information resource has been increasing all the time, and the quality of it has been improving as well, so the information resource plays a more and more important role in the modernization construction. But as the information resource of the E-Government has been expanded, the management and share on resource of government information are almost based on isolated government departments' fields, and the application of system only aims at their acquisition of information. With no information connection between the government departments, the so-called "Information Islands" has become an important problem. How to get rid of the "Information Islands" problem while ensuring the information safety, how to make sure the information integration of the local area, wide area, heterogeneous cooperation system and database environment, and how to better integrate and manage the isolated information resources. All of these E-Government problems have been in urgent need of solving.Metadata is the data about data. It is the information that faces the specific application, that describes the attribute of the information resource and that can be understood by machines. It makes the machines show and get information without ambiguity through standard grammar and meaning structures. Metadata can deal with all kinds of digital and non-digital information resource, especially can better deal with the problems, namely the description, discovery, control and management of the information resource, in the E-Government. There's direct connection between the usage of metadata and the information resources sharing. The behind of metadata's research somehow obstruct the development and normalization of the information resources sharing. The E-Government information resources metadata research and application has become one of the core content of the integration and effective management of the E-Government information resources.To solve these problems of the E-Government, this paper mainly does such researches as below based on the E-R-P (Entity-Relation-Problem) modeling system, the related fields' theory study and the writer's practical experience during the doctor philosophy study.(1) This paper synthetically discusses the developmental status of the E-Government, the internal and abroad research condition of the integration of the information resources, the theory of metadata research condition, and the related theory of metadata model. At the same time, it compares the E-R-P modeling system with the traditional modeling. Based on the theory of system, it analyses the E-Government information resources, as well as their discovery technique and the characteristic of the E-Government information resources metadata. It serves well for the research of the related theory of the E-Government information resources metadata model in the later part of the paper.(2) After analyzing the theory of the E-R-P modeling system, this paper shows the E-R-P modeling system-based E-Government information resources metadata model and describes the characteristic of it. Meanwhile, it sets the data warehouse of the information resources in the E-Government system as an example, shows the description of the E-R-P metadata model system-based E-Government information resources and objectoriented representation of this metadata model.(3) To solve the shortage in normal knowledge discovery theory and method of the E-R-P metadata model destruction, this paper comes up with a way of the E-R-P metadata model construction based on science language understanding and formal concept analyzing. Firstly, it introduces the concept and elementary method of concept analyzing. Secondly, it shows the E-modeling of the E-R-P metadata model based on the calculational methods of conception building. Then, it gives the formal concept analyzing related rules' excavating method and fulfills the R-modeling of the E-R-P metadata model. Finally, it discusses the P-modeling of the E-R-P metadata model, which is based on science language understanding.(4) It comes up with an E-R-P-metadata-model-based method of the integration of the E-Government information resources, based on the research of the E-R-P information resources metadata model. It discusses the basic conception, principle, characteristic and meaning of the integration of the E-Government information resources at first. Then it gives the integrative method of the E-R-P metadata model. In this method, it gives the conception and calculational method of the entity reflection, through which it realizes the entity's canonical expression in the E-R-P information resources of the isomerism information resources, and then discusses the integration of the E-R model and the Pmodel. At last, it dissertates the credit system and process of the integration of the E-Government information resources that is based on the E-R-P metadata model.(5) Based on these researches and combining with the related modern software engineering technology, this paper studies and designs the E-R-P metadata model based software products of the integration of the E-Government information resources. And it gives an instance that is Dalian Enterprise's Basic Information Sharing and Application System.The research result is based on the practice, and is finally got through theory analyzing and abstracting. It has catholicity and universality. A lot of integration of the E-Government information resources and sharing system constructions have been finished, and have already got excellent effects.
