Unequal error protection (UEP) is one branch of the technology of joint source and channel coding (JSCC). According to different priorities, the original stream is divided into several sub-streams. When resources of the system is limit, it is necessary to implement UEP schemes to enhance the performance of the system. The research on unequal error protection of the video services has attracted a wide spread attention.In this paper, preliminary studies on the importance partition of video stream are made. Firstly, the standards of MPEG-2 video coding are introduced. On this basic, we study the importance of different positions in video stream. The original code stream is divided into several important classes by two methods: the different layers and the different positions of the value bit. These classes are transmitted after unequal error protection in wireless channel. Simulation results show that the performance of proposed schemes is greatly improved in PSNR and video reconstruction quality compared to traditional scheme of different frame under conditions where the system's resource is constrained.
