In recent years, with the rapid development of network and communication technology, it is possible to transmit video on real-time system. Many things become the part of people's life such as VOD, video-phone, long distance education and so on. Under this condition, the traditional video coding method is not fit for using in this real-time system because of the peculiarity of this transmission mechanism. MPEG provided a new conception that the video streaming can be of scalability in MPEG-2 standard at first time, and provide scalable solution that can fit for MPEG-4 standard, the fourth version, named FGS. The merit of FGS is that the video witch codes by FGS is of scalability, so that it can provide arbitrary bit-rate in a range when the video is decoded. There is a worse problem that FGS has a low coding efficiency, so it is necessary to improve coding efficiency. This paper proposes an improved approach that suits for the MPEG-4 standard and bases on the FGS, named IFGS(improved fine granular scalability).
