With the rapid development of computer technology, communications technology and Internet technology, video conferencing application scope is gradually extending from the high-end users such as traditional professional fields, and large enterprises to small and medium enterprises such as average users. Video conferencing can introduce point-to-point communication, and also adopt multipoint-to-multipoint communication. It carries a variety of media such as video, audio and data at the same transmission line, and implements multi-point real-time interactive communications. Video conferencing system which providing the capabilities of transporting images, voice and data, can be widely used in distance education, telemedicine, IMS (Instant Message Service) and other fields. Traditional H.323-based video conferencing communication which during to expensive client equipment and high cost of leasing virtual private network, weakness of data interactive features, poorness of general-purpose, and have been unable to meet the requirements of the promotion of popular telemedicine consultation; while The SIP-based video conferencing systems possesses not only the flexibility to access the network but also be able to meet requirements the data interactivity and real-time transmission. Telemedicine through video conferencing based on SIP protocol can accomplish allopatry consultations and the sharing of medicine resources successfully, and by far it has been one of effective means which achieving allopatry and real-time diagnosis by telemedicine consultation system.Telemedicine refers to systems of providing medical service by utilizing long-distance communication technology and multi-media computer technology Telemedicine is a combination of computer network and modern medical, and is applied to clinical medicine through computer network technology, video conferencing systems, image processing technology, communication technology and database technology. Long-distance consultation and diagnosis in the vast rural areas will be the most widely Telemedicine activity which medical experts and patients can establish a new link to have the patients accept the remote expert consultation of the disease and its treatment under the guidance of them at the original place and hospitals, which will save the patient a lot of time and money. Telemedicine consultation in recent years is a very important area of research in telemedicine. The networks and multimedia technology make doctors'and patients'"face-to-face" communication possible, but how to make full use of bandwidth networks to play the role of telemedicine. Resolving voice, video communication and text, graphics transmission and other functions will be still an important subject of the long-distance consultation and diagnosis system Research.This paper analyzes the business requirements telemedicine consultation and diagnosis system and introduces centralized principle of video conferencing based on the SIP protocol. On the basis of studying stream-media, SIP protocol, its protocol stack, and video conferencing systems technologies, combining with recent corresponding SIP, video conferencing, research and practice of telemedicine consultation and diagnosis, the paper proposes a model system and implementation of telemedicine consultation and diagnosis based on SIP video conferencing system and accomplishes a simple consultation server. The system has good stability, flexibility through testing the system and is able to carry out several people's audio and video and text interactivity which also verified the effectiveness and rationality of the system design.
