The wireless video surveillance system based on 3rd-generation mobile network is generally known as a video surveillance system using 3rd-generation mobile network as data communication link. In this paper, it refers specifically to mobile devices as video, voice capture devices, through the 3G mobile communication network to transfer data to remote video monitoring system.According to the requirements of an emergency video communication project, this paper analyzed the detail of 3G communication technology, mobile phone operating system, video and audio compression technology, video and audio acquisition technology, real-time video and audio transmission technology, and USB data transmission technology, determined the technical line, designed and implemented a wireless video surveillance system to use on mobile phones, and resolved the issue of data transmission problem between the inside and outside network.This paper introduces the overview of the development of video surveillance technology at first, and analyzed the problems existed in video surveillance technology, then based on the requirements of an emergency video communications project, to avoid the shortcomings of traditional video surveillance technology, designed a wireless video surveillance system architecture which using mobile devices as video, voice acquisition equipment. By optimizing the video, audio compression algorithm, breaking the restrictions of the mobile terminal performance and achieve real-time acquisition, compression and transmission of video, voice and data features, and determined the system of technical realization line. The system can take full advantage of the portability of mobile devices, and can be set up quickly for real-time monitoring of remote site, can be used in emergency commanding, remote environmental monitoring, remote equipment inspection and other scenes.
