The sun of picture books rose up from the horizon in Europe firstly, emitting brilliant rays in USA. Many of those famous classical works are still world-widely popular. In 1950s, Japanese picture book combined the essence of the west picture books as well as eminent culture of its own and some other nations which make itself keep ahead in the area. As a result, till now, other Asian countries have been affected by Japanese style. In the late 1960s, picture books began to grow up in Taiwan and then developed into a high level in late 1980s. Since 1990s, picture books have become more and more popular in mainland as more and more foreign picture books are brought in. The Fengchun wenyi Pubilishing House and the 21st century Pubilishing House took lead in the field. From the 21st century, especially during these years, picture books have developed rapidly.Since the enterprise is initially starting, at present we are much weaker than excellent ones in telling stories by pictures or the fusion of words and pictures. This thesis try to discuss the complicated interactive relationship between texts and pictures through doing research on picture books which are combinations of words and pictures. In my opinion, in these books both words and pictures are basic elements for statements. They are complementary, interactive or indispensible, incompatible. But as two basic elements, they will make up a whole statement system through the design of books in the end.
