On the basis of the needs of customer and the application of the dynamic information of the bulk and general cargo terminals in Tianjin Port, the paper intends to build up a cargo information management system covering the whole port zone.In the analysis of this topic, based on business logic for freight MIS architecture, functional design and system implementation of the relevant technical issues, providing an actual running Oracle 9i database development platform based on the C/S structure of the new cargo management information system. Firstly, the domestic and international freight management situation to do a more detailed analysis, summarized Tianjin actual characteristics of the production business processes, management and analysis of existing problems.Secondly,a comprehensive analysis of the project need to use the key technology,the technical concept, the application described,the various technologies currently in research status were analyzed and summarized, and the technology in this project analyzed the role. Again, through the integration of the Group of bulk cargo terminal business requirements, business logic and requirements for system analysis.On this basis,the system architecture and functional structure of the design,and the main modules are described in detail.The system has been put into operation in Tianjin Port, practice has shown that the operational features of the system has achieved the expected goal and met the customer needs.
