The current grim situation for large international companies continue to impact on China cargo market, China’s freight industry must apply to the high-tech development. Under the impact of globalization and information technology, airline cargo services can no longer remain in the original operation and management, human management(rule of man) already can not meet today’s enterprise development, the use of computer technology to the entire freight management process has imminent. This topic and the project is to solve the current low level of air cargo information, data silos between the various systems and other issues.To be able to develop in line with the needs of air cargo management system, we use the software engineering methods, in strict accordance with the development of software engineering development process. First of all: for all aspects of air freight to conduct research, write system demand analysis, research and analysis of the existing air cargo system. We completed the research needs of the system. Then comparative analysis of different software development techniques, such as JAVA, NET and the like. Made adequate technical reserves. After the system is designed, using flowcharts, ER diagrams, UML modeling software design. Finally, use. The system is developed according to the software engineering process, through needs analysis, system design, system implementation, system testing and gradually complete the system.This paper designed and implemented using software engineering system. The system uses. NET technology development. Now the system has been successfully and to achieve the expected demand development goals. Development and application of systems and the development direction of modern combined air cargo, improved freight management efficiency and management level.
