| Project Hope is a public good brand engineering implemented by The Central Committee of Communist Youth League and China Youth Development Foundation in1989. The unites to establish China Youth Development Foundation give full play to resource advantage within the system and establish project hope foundation in provincial administrative region and project hope office in local place and county so as to form a highly complex organization structure-national youth development foundation system by relying on the organization to implement project hope. National youth development foundation system is a national non-profit organization association and youth development foundation of all levels and hope offices have different functional orientation and way of run according to its nature and institutions setting. Hope office of prefecture-level city level is the office set by project hope leader group of prefecture level city, whose institutional setting, resource conditions and personnel structure are different from project hope implementing agencies of other levels, facing with different risks and challenge in the process of development.Combining with development mode of non-profit organizations in China and based on scientific grasp of function orientation and advantages and disadvantages of youth development foundation and hope office of all levels, the author carried out an investigation on the development of hope office of prefecture level city inside and outside of the province in order to study the internal and external factors within the system which restrict the development of hope office of prefecture level city. The survey result shows that there are many problems in nature of institution, personnel status, organizational structure and internal management of hope office of prefecture level city. By combining with the new idea of government on strengthening the new trend of social organization management and the classification reform of public service unit to achieve the successful transformation of hope office of prefecture level city, the author, starting from public organization development, public goods and public choice theory, analyzes the existing problems and reasons and puts forward the future transformation goal, namely, regional public offering youth development foundation with independence, innovation, scientific management and standardized operation ability serves as the promoter and project designer of project hope brand of prefecture level city and plays the pillar role in project hope implementation agency system. |
