In the process of building the police force,the life and survival mode of the police group has formed a special culture,namely the police culture.Police culture is a kind of value,the inner values of the people’s police,and is reflected in police activities.The manifestation of police activities needs to be put into action through the police.Therefore,the police culture guides the police behavior,that is,the police behavior is the external manifestation of the police culture.In the public security organs of our country,the police culture contains the core values and ideological spirits unique to the police and the fairness,enthusiasm and friendship expressed in the behavior.The police’s value orientation,psychological characteristics and behavioral performance can be adjusted through various forms.However,in actual work,the misunderstanding of the police culture at the prefecture-level city level only stays at the level of cultural activities and police activities.Affected by social development,especially in the new era of rapid development of the media,the tasks and roles of grassroots police have also changed.The rights of the police and the laws and regulations that restrict the police have also changed,making the police culture gradually happen.Variety.In recent years,the famous Zhou Xiuyun case,Lei Yang case,Yu Huan case,etc.,public opinion has repeatedly condemned the public security organs for improper enforcement,even if the case finally came to the fore,but still brought great touch to the police team,but also the public security team in the new era.The construction of police culture has raised a new topic,namely,what kind of image and posture the police should appear in police activities.This poses new challenges for the management of the police culture.Taking the Taiyuan Public Security Bureau as a typical case,this paper adopts the investigation and research method,the field research method and the case study method,sorts out the status quo and problems of the “village in the city” and seeks its personality and common problems;adopts qualitative analysis.To analyze the reasons for the existence of these problems,actively explore the experience of governance in the transformation of “villages in the city”,and strive to find ways to adapt to the characteristics of the region and conform to the social conditions and public opinion.The main body of this paper is divided into four chapters for detailed discussion:The first chapter is an overview of police culture management.It mainly defines and interprets related core concepts,and introduces in detail the policy and legal basis of police culture management and the necessity of strengthening police culture management.The second chapter describes the current situation of police culture management in Taiyuan Public Security Bureau.It sorts out the status of the organization and management of the police culture management work of the Taiyuan Municipal Public Security Bureau in recent years,and summarizes the effectiveness of the police culture management of the Taiyuan Public Security Bureau.For example,the level of the academic qualifications of the team has been increasing year by year,the cultural activities have become increasingly fixed,and typical figures and typical deeds have emerged.The third chapter mainly clarifies the problems and causes in the police culture management of Taiyuan Public Security Bureau.In-depth analysis of the management’s understanding of the police culture management,the grassroots people’s police participation is insufficient,the management work is only arranged,the management is extensive,formalized,sloganized,the sense of justice,the sense of purpose and discipline are weakened,and the actual operational efficiency is low.Twelve questions in these four aspects,and find out that the grassroots police have insufficient understanding of police culture management and are not enthusiastic.The role of police culture management in promoting police activities has not been highlighted.The management practice has a single form,one-sided pursuit of political performance,and fatigue.In dealing with non-police activities,bad cultures such as culture of people,culture of rivers and lakes,culture of胥吏culture still exist,and historical reasons and personnel management reasons lead to differences in police identities.Differences between police types lead to different police cultures and weak incentive mechanisms.The lack of motivation in the police culture is the main cause of problems.Based on the above basics,the fourth chapter puts forward countermeasures to strengthen the police culture management of public security organs at prefecture-level cities.Combined with my actual work over the years,the paper proposes targeted recommendations from four perspectives:First,to enhance the strategic position of police culture management in public security work,the management strengthens the investigation and study of police culture management dynamics,strengthens the basic police’s understanding of the comprehensive meaning of police culture,and regulates the police culture system according to the different needs of police activities;Establish and improve the police culture management system that adapts to various types of police work in the new era,scientifically analyze the role of police culture in various police types in the new era,and establish corresponding police activities.The required police culture management requirements reduce the lack of empty,unrealistic and formalistic police culture management activities;third,increase supervision and discipline,and the education of ideals and beliefs to enable police power to operate healthily in the sun and improve the people’s police Encourage the sense of justice,strengthen the people’s police to serve the people’s sense of purpose,and shape the disciplined people’s police force;Fourth,promote the reform of the police force,standardize the formation of the police force to provide guarantees for precise management,accelerate the reform of the people’s police classification management system,based on police officers Identification of different police culture management requirements Methods,and establish the people’s police incentives to enhance the cultural development of the police force.Based on the analysis and analysis of the current situation,existing problems and causes of the police culture management of the typical research object,Taiyuan City Public Security Bureau,this paper proposes the countermeasures and suggestions for improving the police culture management of the public security system in the prefecture-level city,with a view to improving Grassroots police law enforcement capabilities contribute to social harmony and stability.
