Study On The Reform Of Administrative System Of Prefecture-level Cities In China

China is in a critical period of social and economic transformation,by the previous 30 years of reform, we initially built some prefecture-level city government administrative reform model,support the sustained and rapid economic development. However, through many times of reform, the prefecture-level city government’s administrative system has obviously not suited to the development of society and economy. prefecture-level city government management system still has many problems, such as excessive administrative examination and approval rights less local public affairs decision-making process of public opinion absorption channels, administrative oversight mechanisms are inadequate,financial transparency is not enough refinement is still widespread,has been seriously affected to the credibility of the government can not meet the further development of the social economy. Therefore, accelerating administrative reform has become a prefecture-level city government’s must solve the problem. How to further reform and improve the prefecture-level city government’s administrative system is the main content of this paper.Through literature research, social research and comparative analysis,this article expounds the reform of the administrative system of prefecture-level city government. Firstly,the article clearly define the concept of the prefecture-level city government administrative system,and analyzes on the reform of administrative management system of prefecture-level city government the necessity and the goal of the reform,then proposed prefecture-level city government administrative reform success or failure criteria.Secondly, this article introduces in detail the main course of the prefecture-level city government administrative reform, introduces the typical experience of Shenzhen, Hubei Suizhou and Qinhuangdao administrative system reform.Finally, summed up our prefecture-level city government administrative reform theory and practical experience, on this basis, in-depth analysis of the present stage of the prefecture-level city government administrative reform the existing problems and the causes of the problem,accordingly proposed comments and suggestions to further deepen our prefecture-level city government administrative reform.
