As an important resource,land is not only the spatial basis for various social activities,but also an important condition that can bring sustainable development to the local economy.For local governments,the effective allocation of land resources determines the locality to a certain extent.Economic development.The "provincial direct management of counties" reform belongs to the government-level reform implemented in China in recent years,and is an important part of it.It not only involves administrative affairs,but also includes fiscal reforms.Because prefecture-level cities and reformed counties are re-divided in terms of administrative power and financial power,prefecture-level cities will therefore face the dual pressures of economic growth and fiscal incentives.In this case,prefecture-level city governments will have the incentive to do so.Adjust the land transfer strategy,change the previous transfer behavior of commercial and residential land and industrial land,so as to achieve the purpose of effectively operating the land resources it owns and further promoting economic development.China is currently in a stage of high-quality development.What needs to be resolved is the inadequate and unbalanced development.Deepening the supply-side structural reform of the land market is one of the most important aspects.Therefore,studying the land transfer behavior of local governments is based on this.Discussing how to adjust the allocation of urban construction land for commercial,residential,industrial and other purposes is of great significance for optimizing the current land use structure,promoting ecological environmental protection and construction,and realizing the sustainable development of the city.Based on the 2007-2016 "provincial counties directly managed" reforms and prefecture-level city land transaction data,this article starts with the issue of land transfers in prefecture-level cities after the "provincial direct management counties"reforms,and examines the industrial land used by prefectxre-level cities after the reform.Empirical research found that:(1)After the fiscal reform of "provincial direct management of counties",prefecture-level city governments increased the area of commercial and residential land transfers and industrial land transfers,while prefecturelevel governments increased the transfer of commercial and residential land and industrial land.The city’s land transfer behavior has not changed significantly;(2)The fiscal "provincial direct management of counties" has reduced the per capita fiscal revenue of prefecture-level cities,weakening the fiscal revenue capacity of prefecturelevel cities,and the resulting fiscal pressure makes prefecture-level cities The city has expanded the scale of land transfer,and the "expansion of power and strong counties"has no impact on the per capita fiscal revenues and expenditures of the municipal districts;(3)If the prefecture-level city faces less fiscal pressure,the impact of reforms is not deep,or local officials The term of office is not long and there is no greater pressure for promotion.Compared with other prefecture-level cities affected by the reform,there will be no strong incentive to sell more industrial land.
