Research On The Problems And Countermeasures Of The Prefecture Level City Ruling The City By Law

Ruling the country by law is the CPC from adhering to and developing the Chinese characteristic socialism, and realize the modernization of management system and governance capacity, enhancing the CPC’s ruling ability and the ruling level of, summing up the historical experience, conform to the wishes of the people and the requirements of the times to make a major strategic decision. Ruling the city by law is the concrete practice of governing the country by law in the city government. Since the 18 th National Congress of the CPC, City Y has been carrying out and implementing the spirit of central committee and the provincial decisions and arrangements. The rule of law at the level of cities has achieved a considerable amount of progress. However, when compared with the development economy and society, the expectation of the masses, and the aim of promoting the modernization of managerial system and managerial ability, the construction of the rule of law is wanting and not agreeable in quite a few respect. At present, city Y is at a critical period of comprehensively constructing a moderately prosperous society, deepening reform, governing the city by law, and running the CPC strictly. According to the rule of law work put forward effective measures to realize the city Y transaction management and the rule of law in a favorable legal environment to promote economic and social city Y, rapid and healthy development of the province, and the national synchronized well-off society has a very important significance.The thesis is composed of seven parts. The Introduction part introduces the background and the significance of the research, the basic theories of governing the city by law and others things related, the research method, and the current research situation and reviewing on the subject at home and abroad. The first chapter, it summarizes and analyzes the institutional mechanisms of City Y in accordance with the rule of law from four aspects,which are the system, the driving mechanism and the evaluation mechanism. The second chapter,they are from the governing law and administrative law, judicial justice, social law, national law has introduced the main content and the key measures for administering the city City Y.The third chapter,it summarizes the effectiveness of City Y and other cities in accordance with the rule of law and the advanced experience of other cities.The fourth chapter,it sums up and analyses the existence of City Y rule of law work, leading cadres of the ideological understanding needs to be increased, the building of a government ruled by law should be strengthened, local legislation needs to be forward, social governance capacity needs to be improved and the rule of law, system and mechanism guarantee to be perfect, and so on, and analyzes the City Y of ruling city by law problems of reason.The fifth chapter, based on the previous chapters and the practical situation of city Y, aims to put forward suggestions on promoting the rule of law and countermeasures to perfect the rule of law in city Y from the perspective of strengthening the leadership of CPC, accelerating the construction of a law-based government, firmly promoting the rule of law, promoting the development of the cause of the rule of law, enhancing the guarantee of governing the city by law and supervision work. The last part is to summarize and envision the construction of the rule of law in city Y. It is concluded that governing the city by law in city Y will definitely build a better environment for the social and economic development of city Y and lay a solid foundation for building a moderately prosperous society in city Y.
