In the socialist market economic system conditions, a lot of prefecture-level citygovernments are under multiple pressure form function transformation. Particularly, onone hand, the prefecture-level city governments are confronted with outside pressurebetween productivity phased developmental requirements and service-orientedgovernment; on the other hand, they are also faced with inside pressure between reducingadministrative costs as well as developing under the provincial governing county system.These facts show that the prefecture-level city governments are under great urgency inthe function transformation. Combined with different conditions,6times of large-scalereforms of government institutions, the successful experience of the Western countries,multiple reform models of prefecture-level cities and their own special reform advantagesincrease their confidence of the prefecture-level city governments in functiontransformation. So the prefecture-level city governments are with feasibility in thefunction transformation. The prefecture-level city governments shall gradually cancelagricultural related function and relax economic intervention function, pay more attentionto the function of market supervision, public service and social administration. In thefuture reform, the prefecture-level city governments shall follow four basic principles,such as the functional adaptation, adjusting measures to local conditions, the overallcoordination and step by step. As a prefecture-level city, Foshan in Guangdong Provincehas stood decidedly on the front of reform in2009and built the Super Ministry System,which accomplished function transformation to a certain extent. But the fact tells us, inthis process Foshan government encountered a lot of new problems such as functionalorientation, institution setting, HR, coordination and cooperation, power supervision, legal protection, etc. The causes of these problems are multifaceted.Given this situation,the prefecture-level city governments can read the reform ideas from, combine withspecific conditions, clear the relationship between the super-ministries and functionchange, and design the blueprint for reform. According to the specific problems ofFoshan’s reform, we can optimize and comprehensively promote the super-ministryreform through functional orientation, institution setting, HR, coordination andcooperation mechanism, power supervision mechanism, legal protection mechanism.
