Rapid development of the city has led to an increasingly large scale underground heating system, with more complex structure, so how to store and manage the pipe network information effectively became a problem to be solved immediately.Way of paper storage in the past could not adapt to modern management needs, however with the rapid development of network technology and GIS technology, geographic information system based on WEB forms became an effective mean of managing heat supply network information.According to the needs of the project, this dissertation designed and developed the city heat supply pipeline information management system based on WEBGIS, to provide a more convenient platform for the heating pipe network information manager. First, the paper described the system requirements analysis and system design principles, and designed the system framework, and analysed in detail several key technologies the system involved, including Ajax technology used for interaction in client-side, MapXtreme technology used for processing map in server-side,, as well as Oracle Spatial technology used for the realization of integratively storing the attribute data and geographic data. Then, this article described the system development environment, database design, each functional module design and the system security design. Finally, based on the basis above, the function of each module of the system was programed.To realise each part of the system, in addition to the necessary basic browse and query functions of GIS system, this system has also achieved function of managing system users, function of reporting abnormalities or damage information,function of allocating tasks of inspecting and maintenancing pipeline,and function of processing task allocated. Importantly, this system has achieved feature of editting geographic information online to make management of information easily;and there were features of pipeline breakage impact analysis and blind capabilities analysis providing certain decision-support to the managers.
