In recent years, along with competition was introduced into the domain of telecom, managers who deal with telecom network must master business as their core competition power. Moreover, the shortcomings of traditional telecom network management systems whose management level is more lower than the network level are gradually exposed.That means the whole nerwork can't be rightly managed because of the lack of information communication between networks. The actuality has already become a big block of the development of telecom business network management system. At present, there are several solutions to deal with the problem. But after considering some factors ,such as reducing the costs of R&D, keeping the existent EMS, and shielding their differences and keeping the commonness,we have to develop a middle platform, namely, telecom integrated network management system (INMS). In this paper,the topo management system (TMS) is a very important part of INMS based on TMN. The topic of this paper is how to build a framework used for topo management in the context of INMS.And a key technology about how to gather data stored in MIB of EMS and convert them to information represented in conform topo format is proposed. Through this technology, not only multi-EMS access to INMS is implemented, but also the basis for the development of business network management system is provided. So, it perfectly implements the integration in telecom network topo management domain. In addition , several popular distributed computing and object-oriented technologies have been introduced and compared briefly. Due to the actual development demands of INMS, J2EE framework and design patterns are selected for development of TMS. Through system integration test, TMS supports gathering topo data from multi-EMS. Moreover, it provides interfaces that facilitate further development, e.g. customizing source data adapters. It has been effectively proved that the TMS has perfect performance, good expansibility and testability.
