As the competition becomes more intense, and the advance of industrialization in enterprises, some traditional industries begin to invite independent manufacturers in public bidding through e-commerce in large joint purchase, in order to get lower prices. But the practical operation of the bidding has a lot of difficult, because there are intrinsic competitions among the independent manufacture and there are often unfair power distributions, as well as disagrees in the evaluation of bid. In this situation, we must first resolve the problem of how to fairly distribute the power among independent manufactures and to make the evaluation process more scientific and justice, which will increase the possibility of success in the joint bidding. In this paper, existing bidding-apprise methods were analyzed, their principles and characteristics when applied were pointed out, respectively, and an advanced bidding-apprise model were presented, which is based on the GAHP method and the fuzzy comprehensive appraisal method. The advanced bidding-apprise model provided a solution for the problem of how to logically distribute and balance the power of each joint tenderee during a joint bidding, and improved the existing bidding-apprise method to be more adaptive to joint bidding. In this paper, the primary bidding-apprise model of GAHP-fuzzy comprehensive appraisal was developed in two aspects. Firstly, in order to logically distribute and balance the power of the joint tenderee enterprises, and indicate the difference of their power during the bidding-appraise process, the power was defined as the ability of each enterprise in the joint bidding group when influencing the result of decision-making by means of voting. About the issue of power distribution for each tenderee, in this paper the purchase amount and the price proportion of each tenderee was not regarded as the only determining factor when contributing the power for each tenderee, but was to be transformed into the power of determining individuals under the weighted majority rule. The proportion of the power to be distributed to each tenderee was calculated by establishing a model to estimate the predilection sequence of different groups and then turn it into the shortest route in the undirected gragh. Secondly, aimed at the problem of existing bidding-apprise models that based on GAHP method which often use simple arithmetic average method or geometry average method to aggregate experts' judgment matrix, and which neglect the reliability and consistency of every judgment matrix, this paper investigated on the method of how to adjust the reliability and consistency of the judgment matrix, and applied this method to the advanced bidding-apprised model, which improved the reliability of decision-making. After research on the advanced bidding-apprise model, this paper designed on the framework and some detailed function of the bidding-apprise system based on the model, which establish a basis for the realization of the system。 The advanced bidding-apprise model which based on GAHP method and the fuzzy comprehensive appraisal method could help to decrease the conflict between the joint tenderee, increase the possibility of success in the joint bidding, and play a positive role to make the evaluation process more scientific, fair and reasonable in the joint bidding.
