In order to regulate the purchasing behavior, to improve efficiency in the use of procurement funds, strengthen the school regulation and oversight of procurement activities, a bidding process supervision system will be building on the base of the actual situation of Guizhou Institute of Technology. This system can supervision and control of the procurement process by the management method of information, so that the autonomous bidding process can stepping into the standardization and automation.Firstly, theoretical knowledge and practical techniques of the system development are briefly introduced; secondly, the bidding process supervision system of the GuiZhou Institute of Technology as the basis, the bidding procurement regulatory process which is autonomous bidding as the main line, this paper analyzed the business processes in detail, most notably the bidding process and management process of project purchase. Secondly, according to design idea of the software engineering, the detailed needs analysis of the system is carried on by using UML modeling language. I analyzed business process by using activity diagram. According to the different user roles, use case diagram is carried on in function requirement analysis. In the course of system design, according to the result of the system’s needs analyses, I have done the work about the overall framework design and function module design. As a result, the system is divided into6functional modules:purchase plan management, bidding flow management, bidding conduct management, expert management, document management and system management. Thirdly, in this paper, each function module is designed by using object oriented method. The static modeling is used to shows that the function of the system architecture; the sequence diagram and activity diagram are used to describe the data flow process of each function. In the aspect of database design, we take the entity class diagram describes the relationship between entities, and create related database table structure. As a result, we provide a feasible solution to achieve a standardized and automated university procurement supervision system. A design scheme of the system is proposed in this dissertation can be comprehensive, effective bidding procurement management process. Not only to standardize the bidding and purchasing business have process, but also it improved the efficiency between the relevant departments to share resources. Greatly promoted the efficient execution supervision bidding procurement in Colleges, This system has the certain reference value in practice.
